Vacation Rental Review
Background
In 2024, the Regional District initiated a review of its regulatory approach to short-term rental accommodations (currently referred to as "vacation rentals" and “bed and breakfast operations” in the Regional District's land use bylaws) in response to recent provincial legislative changes (i.e. Short-Term Rental Accommodations Act).
As a result of this review, it was identified that multiple approaches to regulating these uses were preferred in the Okanagan Valley Electoral Areas (i.e. Areas “A”, “C”, “D”, “E”, “F” & “I”).
Electoral Areas “A”, “C” & “E”
In Electoral Areas "A", "C" and "E" it was identified that a preferred approach to regulating short-term rental accommodations was through the introduction of a new "Short-Term Rental Permit" and, in the case of Electoral Areas "A" and "E" that this be augmented by the issuance of business licenses for such uses.
Areas “D”, “F” & “I”
In Areas "D", "F" and "I", it was identified that a preferred approach to regulating short-term rental accommodations was through zoning restrictions limiting short-term rental accommodations to an operator's principal residence. In the case of Areas "D" and "I", this approach shall also be augmented by the issuance of business licenses.

In support of the preferred approaches for each area, the following bylaws have been identified as requiring amendment:
- Electoral Area “A”, "C", “D”, “E”, “F” & “I” OCP Bylaws
- Okanagan Valley Zoning Bylaw
- CAO Delegation Bylaw
- Development Procedures Bylaw
