The Regional District is proposing OCP and Zoning amendments in relation to the regulation of short-term rental regulations.
Amendment Bylaw No. 3099, 2025, proposes to amend the Electoral Area Official Community Plan Bylaws by removing references to “vacation rental” uses. In Electoral Areas “D”, “E”, “F” & “I” it is proposed to introduce policies supporting “short-term rental accommodations” in a principal residence. In Areas “A”, “C” & “E” it is proposed to introduce policies supporting “short-term rental accommodations” through the issuance of a Short-Term Rental Permit.
Amendment Bylaw No. 2800.50, 2025, proposes to amend the Okanagan Valley Zoning Bylaw No. 2800, 2022, by replacing references to “bed and breakfast operation” and “vacation rental” with a new “short-term rental accommodation” use class. It is proposed to permit this use in all zones that allow for a “single detached dwelling”, and in areas “A”, “C” & “E” an on-site operator is proposed to be required. The bylaw also proposes several regulations pertaining to permitted densities and locations for “short-term rental accommodations”.
NOTE: This public hearing is the continuation of the public hearing which took place and was recessed on September 4th, 2025.

This bylaw may also be inspected at the Regional District of Okanagan-Similkameen office at 101 Martin Street, Penticton, BC, on weekdays (excluding statutory holidays) between the hours of 8:30 a.m. to 4:30 p.m. up until the close of the public hearing on Thursday, September 18, 2025.
Anyone who considers themselves affected by Official Community Plan Amendment Bylaw No. 3099 or Amendment Bylaw No. 2800.50, 2025, can present written information to the Regional District prior to or at the public hearing and may also speak at the public hearing. No letter, report or representation from the public will be received after the conclusion of the public hearing. |
