Alternative Approval Process

The Alternative Approval Process (AAP) is often used to undertake long-term borrowing, a boundary extension, establish a new regional district service, or other matters requiring elector approval. Known as a counter-petition, the AAP requires that 10% or more of eligible voters sign and submit a form of opposition to the proposed initiative in order to prevent the local government from proceeding with the proposed initiative.

Who is eligible to vote in an Alternative Approval Process?

The voting criteria for an AAP is the same as for a general local election. To be an eligible elector you must meet the following criteria:

  • Be a Canadian citizen age 18 years or older;
  • Be a resident of British Columbia for at least six months;
  • Be a resident of the participating area for at least 30 days; and
  • Not be disqualified from voting in an election by the Local Government Act

If you do not reside at, but own property in, the participating area you are eligible to vote under the following criteria:

  • Not entitled to register as a resident;
  • Be a Canadian citizen age 18 years or older;
  • Be a resident of British Columbia for at least six months;
  • Be the registered owner of real property within the participating area for at least 30 days; and
  • Not be disqualified from voting in an election by the Local Government Act

If there are multiple owners of a parcel of land, only one person may represent the majority of the owners as the eligible non-resident property elector. Please note corporations are not entitled to vote.

Register your opposition

Votes in opposition to the proposed initiatives must be submitted in writing using the designated Elector Response Form. Any or all other opposition petitions will not be accepted.

Elector Response Forms must be submitted with original signatures and meet the following conditions:

  • Only eligible electors of the participating area are entitled to sign the form;
  • Eligible electors state their full name and address
  • If applicable, a non-resident property owner must state the address of the property within the participating area; and
  • The form must be received by the Manager of Legislative Services prior to the deadline.

Postmarks are not be accepted as date of submission. Elector Response Forms may not be submitted by email or fax.
